Use $SPUS instead of SPY, it has the SPY minus the non compliant stocks

Have you looked into opening an account with Interactive Brokers? I believe they are available in Mexico and support access to all US stocks and ETFs.

Not only what Saad said, but IBKR also supports Mexican stocks. (I own one)
